People (and OGC services) provide "glue" for Europe's regional SDIs

A recent report on regional SDIs in Europe concluded that "Spatial Data Infrastructures are foremost social networks of people and organisations, in which technology and data play a supportive role."
The study found that all of the infrastructures reviewed have adopted Service Oriented Architectures (SOA) - Lombardy, Piedmont, Catalonia, Navarra, Wallonia, Flanders, North-Rhine Westfalia, Bavaria, Northern Ireland, Brittany (France), and Vysočina - and are managing a transition between many GIS systems in different organisations towards a shared SDI. OGC-based services (WMS, WFS, etc.) and ISO-compliant metadata provide the glue linking together existing datasets and applications.
